This recommendation laid out a coordinated strategy for actions against poverty and the risk of social exclusion, known as the European Child Guarantee. In 2022, Italy developed the National Action Plan of the Child Guarantee (NAP) to pursue greater social equity and combat child poverty.<\/p>\n

During the development and implementation process, active involvement of children is crucial. To facilitate this, the Youth Advisory Board<\/a> was established.It comprises girls and boys aged between 14 and 21 from various backgrounds across Italy, including young Italians and those with a migrant background, second-generation immigrants, Roma Sinti and Caminanti, care leavers, children with disabilities, and volunteers engaged in various capacities in their communities.<\/p>\n

The European Recommendation mandates the appointment of a National Coordination for the European Child Guarantee, with sufficient resources and authority to effectively organize and monitor the implementation process. On June 16, 2023, the Honorable Maria Burani Procaccini<\/span>\n

The Honorable Maria Burani Procaccini was appointed as the National Coordinator of the European Guarantee for Children on June 16, 2023.<\/p>\n

In addition to her expertise in children’s rights, she has held numerous political positions in the past.<\/p>\n

From September 27, 2001, to April 27, 2006, she served as the Chair of the Parliamentary Commission for Children of the Chamber of Deputies. During this tenure, a fact-finding investigation was conducted on the issue of minors in a state of abandonment or semi-neglect<\/em>. This investigation emphasized the importance of promoting protection extending from the family and school environment to the world of work and all aspects of relational life. The Parliamentary Commission for Children, through careful and scrupulous parliamentary work supported by all political components, contributed significantly to the growth and consolidation of protection, guardianship, and welfare for minors in Italy.<\/em><\/p>\n

In 2011, she served as the Coordinator of the scientific activities of the National Documentation and Analysis Center for Childhood and Adolescence, and she was a member of the Technical Scientific Committee of the National Observatory on the Family.<\/p>\n

She also served as a member of various parliamentary bodies, including the 12th Permanent Commission on Social Affairs, the 13th Commission on Agriculture, the 14th Commission on Politics Of The European Union, and the Ilaria Alpi and Maria Grazia Cutuli Award Commission.<\/p>\n

Subsequently, she was elected as a senator in the 15th Legislature of the Italian Republic.<\/p>\n

Throughout her political career, she introduced several Bills as the first signatory. Among the most important ones related to the protection of children’s rights in the XIII and XIV Legislature:<\/p>\n

  • Introduction of the institution of international family foster care and provisions on the organization and functions of the Intercountry Adoption Commission.<\/li>\n
  • Establishment of the Ombudsman for Children and Adolescents.<\/li>\n
  • Norms for the protection of the rights of mothers and newborns and their support before, during, and after birth.<\/li>\n
  • Norms for the protection of minors in the field of radio and television communications.<\/li>\n
  • Establishment of a free telephone helpline for children in distress, the disabled, and the elderly.<\/li>\n
  • Norms for determining the staffing of support positions in primary and preschool education.<\/li>\n
  • Provisions for the protection of minors at public events.<\/li>\n
  • Framework law on the family.<\/li>\n
  • Norms on kindergartens and integrated services.<\/li>\n
  • Amendments to Law No. 184 of May 4, 1983, regarding open adoption.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n

It’s a guide intended to encourage and support all those who are “parents at heart,” eager to offer themselves to the countless little ones “thirsty for affection and acceptance, and capable of loving sometimes even more than a natural child.<\/div>\n<\/div> was appointed as the National Coordinator of the European Child Guarantee.<\/p>\n
